Hydro Ottawa Keeps Rates Low

Impact of Annual Rate Adjustment 0.6%

OTTAWA, ONTARIO--(Marketwire - April 23, 2008) - Today, the Ontario Energy Board (OEB) announced its approval of Hydro Ottawa's distribution rates for 2008-2009. The new rates maintain Hydro Ottawa's record as one of the most efficient electrical utilities in Ontario, with an increase to the typical residential customer's bill of only 0.6% on an annualized basis.

Distribution charges cover the costs of constructing, maintaining and operating Hydro Ottawa's electricity distribution system. The Ontario Energy Board regularly compares the operating, maintenance and administration costs of Ontario utilities, and Hydro Ottawa's costs per customer have consistently been much lower than the provincial average.

On April 11, the OEB announced that Regulated Price Plan (RPP) two-tiered prices for the electricity commodity would not change on May 1, 2008. The threshold for the lower rate will change, however, from 1,000 kWh for the winter season to 600 kWh for the summer season. Starting May 1, customers will pay 5.0 cents per kilowatt-hour (kWh) for energy use up to 600 kWh per month, and 5.9 cents per kWh above that threshold.

The threshold change, which happens on May 1 and November 1 of each year, is unrelated to Hydro Ottawa's distribution rate adjustment. Electricity commodity rates are a pass through charge that Hydro Ottawa collects on behalf of other market participants. Hydro Ottawa has no influence over commodity prices or the commodity rate structure, which are set by the Ontario Energy Board.
