IBM and EIM Help the United States Army Transform Their Business Processes Saving Billions in Administrative Costs

ARMONK, NY--(Marketwire - November 18, 2008) - IBM (NYSE: IBM) today announced early results from a program to automate business processes for the United States Army Publishing Directorate (APD). The program, which allows the digitization of all human resource, personnel, logistics and forms processes for the Army, is expected to generate a savings for the US Army of more than $1.3 billion annually.(1)

To achieve these savings, the APD, with the help of IBM and the EIM Corporation, created the Army Publishing Content Managing System (APCMS). APCMS supports the automation of any business process using tools that have already been deployed Army-wide to support 1.4 million Active Duty, Reserve, Guard, civilian and contractor personnel.

The US Army has also recognized the value of reusing this infrastructure and services to support other critical applications in order to save additional costs and resources for other important Army and Joint programs. For example, the US Army Medical Community is currently using the APCMS to begin automation of the US Army Medical Evaluation Boards and submissions processes for soldiers injured in the line of duty.

APCMS infrastructure supports key applications such as:

  • The Army Officer Evaluation/Non-Commissioned Officer Evaluation Reporting System (OER/NCOER) System - Used by both military and civilian personnel in the US Army, the OER / NCOER System supports military evaluations and promotions. This system links existing Department of Defense databases with new electronic signature and advanced workflow technology, accelerating an evaluation process that previously took months but now can be completed in just a few days.
  • The Army Awards System - Used by the US Army to recognize service and personal accomplishments for military personnel, the Army awards system significantly improves both the accuracy and efficiency of award submissions. This system contains features such as enhanced business logic, data pre-population, electronic signatures, and the ability to process awards both online and offline, improving support to soldiers deployed around the world.

The EIM Corporation was instrumental in delivering the APCMS program which is supported by an enterprise infrastructure that provides critical services to the entire US Army. These services include web-based process automation, XML smart forms, single sign on (SSO) integration, and document and records management, through the Army Knowledge Online (AKO) portal. IBM's middleware technologies are the underlying foundation that enables centralized storage, security, and retrieval of content across the Army.

IBM is leveraging the experience and best practices from the APCMS program to enhance and refine the IBM Government Network Centric Operations (NCO) Framework. The Government NCO Framework provides a roadmap for transformation in defense and public safety, giving IBM's clients access to pre-integrated software, hardware, and industry-specific extensions delivered by world-class implementation services according to industry best practices. In addition to extracting value from existing enterprise applications, the Government NCO Framework allows clients such as the APD to rapidly develop and deploy new, reusable services, integrate multiple enterprise systems and support industry partner content, services and applications. The ability to incrementally add functions is essential for IBM's defense or public safety clients with mission-critical responsibilities that face budget pressures and frequent organizational changes.
