ICTV Attracts Leading DRTV Executive

BAINBRIDGE ISLAND, WASHINGTON--(Marketwire - April 30, 2008) - International Commercial Television, Inc. (OTCBB:ICTL) ("ICTV" or "The Company"), a premier consumer products company employing the strength of revenue-generating and compelling direct response television ("DRTV") for "Fountain of Youth" products to the global consumer, is pleased to announce the following:

After a two- month evaluation of the Company's business units and platforms, the Directors of International Commercial Television Inc. have appointed Mr. Richard Scheiner to the position of Chief Operating Officer ("COO") of ICTV. Mr. Scheiner's mandate is to continue the rapid growth of the ICTV franchise through the expansion of ICTV's current operations and the implementation of additional unique marketing initiatives.

During his past tenures as a senior-level executive, Mr. Scheiner has been responsible for authoring and implementing strategic marketing plans and growing his companies through the use of DRTV and other traditional direct response channels. His expertise is in the areas of television media, continuity program management, product and offer development, resource procurement, retail distribution, and financial planning.

The following are highlights of Mr. Scheiner's historical achievements and duties as both a consultant and a senior-level executive:

Guthy-Renker, Inc. - Mr. Scheiner served as the CFO, COO, and CMO of Guthy-Renker Direct in the company's entertainment property division, based in Santa Monica, California. Scheiner helped direct the launch of the $1.5 billion direct marketing giant's Guthy-Renker Home Video marketing business and established the award-winning "Dean Martin Celebrity Roasts" video franchise. Other properties include "The Bob Hope Video Library," "The Sonny and Cher Show," and "The Dean Martin Variety Show." Scheiner also helped develop Guthy-Renker's DRTV/Retail Hybrid campaigns for national retailers such as Target, Walgreen's, Kmart, and The Home Depot.

The Walt Disney Company - As a contract consultant, Mr. Scheiner served as the Direct Response Marketing General Manager for Walt Disney Music and Audio Entertainment in Burbank, California. Scheiner evaluated and strategically re-positioned direct response marketing for this Disney intellectual property division and developed "Disney Classic" continuity programs. He also spearheaded Disney's "Little Mermaid's Sebastian" and "Walt Disney Christmas Classic" DRTV music campaign initiatives.

Time-Life Music - Mr. Scheiner assisted in the launch of Time-Life Music in 1982 as the division's initial Director of both Finance and Media. He was a member of the division's management board and authored three strategic business plans that set the path for the leading direct response marketing music company's rapid growth through the 80s and 90s. During his tenure at Time-Life Music, Scheiner developed 15 music continuity programs and 20 music single albums for sale through DRTV and other direct response channels.

Sylmark, Inc. - Mr. Scheiner served as the Vice President of Direct Response Marketing for this leading consumer product marketing company, based in Los Angeles, California. He was responsible for the operation's strategic development and day-to-day operations for all direct response channels, including DRTV infomercial and spot media, radio, web, database management, print advertising, and telemarketing. His shows won two ERA awards: "Walk Fit" and "Dramatic Differences."

Euro RSCG Devon Direct - As the direct response agency's Vice President of Client Services based in Berwyn, Pennsylvania, Mr. Scheiner managed national direct response advertising agency accounts such as Nextel Communications and General Motors RV Club, which totaled over $100 million in capitalized annual billings. Scheiner managed a staff of 50 individuals in creative, media, production, and account management efforts, which included DRTV, direct mail, customer acquisition, and CRM initiatives.

MESA Management Consulting - As a senior strategic business consultant (operating as MESA Management Consulting, LLC) to corporations in the direct response and consumer products industries, Mr. Scheiner's high level of experience in DRTV media, general operations management, direct mail, telemarketing, and retail distribution assisted the following clients by expanding their market share and business opportunities:

- Cirtran Corporation - Built the vertical marketing company's DRTV operation

- Thumbplay - Provided the strategic development of the DRTV acquisition channel for the leading cellular phone content provider

- Guthy-Renker Corporation - Acted as a project consultant on various skincare and entertainment content product lines

- Greenhouse International - Consulted on structural issues and business development

- Sylmark, Inc. - Built a continuity marketing and product development strategic consultant for a leading infomercial consumer product distribution company with a health, fitness, and cookware focus

- InPulse Telemarketing - Conducted new business development for this inbound/outbound telemarketing DRTV industry leader

- King World Direct - Acted as a strategic business consultant; engaged in DRTV and database marketing as well as DRTV/Retail hybrid campaigns with Sears

Mr. Scheiner graduated with a Bachelor of Science degree in Business Administration, Major in Accounting from the American University in Washington, DC.
