The report states that current deployments of policy control software have primarily been by North American cable MSOs to help manage bandwidth usage among their broadband subscribers and to manage edge resources for video applications, as well as fixed line telcos in Asia Pacific and EMEA (Europe, Middle East, Africa), to manage access to IPTV content. The report also concludes that by 2009, the largest users of policy control software will ultimately be mobile operators as mobile broadband usage increases.
