DISA's overall cloud computing effort seeks to reduce cost and overhead by moving to standard systems for common services, turning them into shared utilities. Specifically, for the initiative, DISA has enabled developers to rapidly combine elements of an enterprise platform to create new applications. By building on CollabNet's shared, yet secure, infrastructure, DISA is now able to allow lean collaboration by warfighters, program offices, and defense contractors in real time, reducing the cost and delay of prior set-piece programs, which delivered capabilities to the field in years, rather than months or weeks. The first-launched property was SoftwareForge, a collaborative environment for shared development of open source and DoD community source software. SoftwareForge is currently in Initial Operational Capability (IOC) for unclassified use and has Interim Authority To Operate (IATO) on SIPRNet, the DoD's classified version of the civilian Internet.

Four more components of are expected to launch later this year: CertificationForge, which will support agile certification; ProjectForge, which will provide project portals; StandardsForge, which will drive collaborative standards development; and TestForge, which will provide on-demand software testing tools.
