iPackets International Appoints Mr. Liu Wenge, Current Acting Director of the Energy and Safety Division of the China Coal Information Institute, to Its Advisory Board

VANCOUVER, BC -- (MARKET WIRE) -- February 21, 2006 -- iPackets International, Inc. ("iPackets") (OTC: IPKL), a global developer and provider of a wide range of wireless and communications solutions for selected enterprises including the mining industry, announced today that it has appointed Mr. Liu Wenge to its Advisory Board. Mr. Liu is the current Acting Director of the Energy and Safety Division of the China Coal Information Institute ("CCII") which operates under the newly created National Institute for Occupational Safety based in Beijing. The CCII, established by the Chinese government in 1959, is a national research organization with over 800 employees, and plays a leading role in the development of coal industry and occupational safety. In his current position with the CCII, Mr. Liu provides consulting services to domestic government agencies, and international organizations on the coal industry and occupational safety in China.

Mr. Liu holds a Masters degree in Coal Preparation and Computer Application from the China University of Mining and Technologies (Beijing Campus - 1994). In addition, he holds undergraduate degrees in Industrial Electrical Automation (Xi'an Jiao Tong University - 1989), and in Coal Mine Electric and Machine (Beijing Mining School - 1985). Mr. Liu is also a member of China National Coal Association.
