NEW YORK, NY--(Marketwired - Nov 3, 2015) - James Harper Jr. is the Director of the Office of Acquisition Management at the Federal Transit Administration. With almost 40 years in the field, Mr. Harper has accumulated a plethora of experience and knowledge.

James Harper Jr. attended the North Carolina Agricultural and Technical State University in Greensboro, North Carolina, earning a Bachelor of Science Degree in Business Administration and Management, General (1972-1976). Continuing his education, Mr. Harper Jr. went on to earn a Master of Arts Degree in Business Administration and Management, General (1983-1985), from Central Michigan University.

Entering the job market, Mr. Harper was the Deputy Director, Academic Affairs at the Defense Acquisition University, United States Air Force. Leaving that position in January of 1994, he became Executive Vice President at BMRA, Incorporated before moving to a position at the DOT, Federal Transit Administration in 2004.

As Director of the Office of Acquisition (Office of Acquisition Management) with the DOT, Federal Transit Administration (2004-present), Mr. Harper is responsible for procurement operations, placement and administration of all prime and related contracts in the support of international and national programs of the FTA valued in excess of 10 billion dollars; the reviewing of third-party contracts in support of the FTA grant program; and the review of third party contract policies, procedures, and standards. Additionally, he is the subject matter expert for the "5 Transit Procurement Courses" taught through the National Transit Institute at Rutgers University, New Brunswick, New Jersey. He is considered an authority in his field and in response to the prompting of many in his field and in academia, Mr. James Harper Jr. has published three textbooks.

James Harper Jr. is affiliated with the NCMA, MOAA, NAACP, AFA, VFW and Alpha Phi Alpha Fraternity, Inc.

When not lecturing, teaching or at work, James Harper Jr. enjoys his spare time by bowling, as well as listening to music and sports.
