John Luciani of First Capital Engineering Named Pastoral Council Chairperson

YORK, PA--(Marketwire - September 15, 2009) - First Capital Engineering, Inc. (FCE) is pleased to announce that President John J. Luciani has been named Pastoral Council Chairperson of York's St. Patrick Catholic Parish.

John Luciani is a professional engineer in Pennsylvania and Maryland; professional land surveyor in Pennsylvania, and a Licensed Sewage Enforcement Officer. John is a graduate of Drexel University with a Bachelors of Science degree in Civil Engineering. Mr. Luciani earned his Masters of Business Administration in Finance from the University of Scranton. John serves as the President of First Capital Engineering. Previously, Mr. Luciani served as the Chief Engineer for the City of Scranton, Pennsylvania. John was chosen Engineer of the Year by the York County Conservation District and the Society of Professional Engineers. He has experience in construction engineering, municipal and private sector consulting and special expertise in sewage treatment. John is currently the Chief Engineer for Springettsbury Township.
