Kaiser Permanente Joins CSEBA Public and Charter School District Healthcare Insurance Marketplace

SAN BERNARDINO, CA--(Marketwired - Apr 8, 2014) - The recently launched California Schools Employee Benefits Association (CSEBA) Marketplace is expanding on its menu of choices in affordable, quality healthcare for public school districts and community colleges. "After 2 years in the making, I am extremely pleased to share that Kaiser Permanente (KP) has joined the CSEBA Marketplace as an option for public schools, community college and now charter schools effective July 1, 2014," said Karla M. Rhay, Ed.D., Chief Administrative Officer of CSEBA.

The CSEBA Marketplace includes 6 KP plans that meet and/or exceed the guidelines found under the Affordable Care Act. Complementing that is the Anthem Blue Cross plan, where there are four HMO choices and three PPO choices with names like Bronze, Silver, Gold and Platinum.

KP already has a history of working with CSEBA. "Kaiser Permanente has had a partnership with the CSEBA JPA for many years in serving our school district customers in Southern California," announced Kate Kessler, Director, Public Sector Strategy for Kaiser Permanente. "We look forward to expanding this partnership as a new health care offering in the CSEBA Marketplace. I believe the Marketplace will bring a new and creative solution to CSEBA customers and the growing charter school market across the state."

According to industry expert Tony Lee, CEO of Dickerson employee benefits, offering a Kaiser option to the charter school community is an excellent addition as it is the fastest growing educational sector in the State of California. "These schools generally become independent of the traditional K-12 schools districts but have an expectation that when they leave their benefits will generally mirror traditional school district benefits. CSEBA has seen the potential growth and has decided to offer the marketplace to the Charter School space. This is progressive and unprecedented."

The CSEBA Marketplace is designed to help district employees shop for health insurance coverage the same way they might currently shop online for other products and services. "We are offering California public school districts the ability to present their employees even greater freedom of choice in selecting affordable, quality healthcare from a trusted source that is built by schools for schools in an easy to use format," announced Ellen Alcala, JPA Business Development Manager of CSEBA. "CSEBA is proud to be the first member driven entity in California to offer an Exchange-like product with both Anthem Blue Cross and Kaiser Permanente as its choice providers."

In order to participate in the CSEBA Marketplace, a district must join the JPA and abide by the CSEBA Marketplace underwriting guidelines as written for California school employees. Member districts can choose either the traditional program through CSEBA or the new tiered CSEBA Marketplace plans. For over twenty-seven years, CSEBA has provided medical, dental, vision and life insurance benefit programs along with value added products like wellness and advocacy to public schools, regional occupational programs and community colleges. The policy year for the Marketplace officially starts on July 1 of each year, but there are alternative policy years starting on October 1 and January 1 to allow for additional program flexibility.
