LeapForm Introduces Software to Streamline Access and Enrollment to County, State and Federal Public Assistance and Social Programs

Innovative Web-Based Solution Aimed at Helping Local Communities

DAVIS, CA--(Marketwire - August 22, 2007) - LeapForm, Inc. (www.leapform.net) launched operations in a new Davis office and introduced today a web-based, mobile software solution that simplifies access and enrollment to county, state and federal public assistance programs. This unique solution helps agencies more easily provide much needed basic, yet critical, services such as health insurance, food assistance and voter registration to the highest at risk populations, primarily low-income women and children.

"Our goal is to enable counties, state and federal agencies to expand participation in their programs by removing a complexity from the application process," said Paul Itoi, president and co-founder of LeapForm. "Millions of low-income children and families are not receiving benefits from public assistance programs and services despite being eligible for them. We are excited that LeapForm can be part of the solution."

One of the key challenges that local, state and federal agencies face today is how to improve the systems and processes that deliver social programs to low-income families. The U.S. Department of Agriculture estimates that 2 million Californians are eligible for Food Stamps but not receiving them. As a result, California passes up close to $2 billion a year in federal food stamp benefits.

The LeapForm solution securely streamlines the application process for social service programs by providing centralized enrollment services and software. By integrating programs (such as food stamps, Medi-Cal, children's health coverage, school lunch programs and voter registration), agencies can offer a comprehensive selection of programs from a single web-based location. By helping agencies reduce administrative hassles while making sure program information is readily understandable to participants, LeapForm aims to reduce the complexity of enrollment and thereby increase program participation. LeapForm is designed to put communities in motion.

"An application that is mobile and is easily accessible is key for California counties right now," said Richard Fowler, Executive Director, Catholic Charities. "Too many people are going underserved because of the difficulties in finding the right agencies and filling out cumbersome paperwork."

For at-risk families, LeapForm provides an opportunity to go to one place and have their assistance programs forms securely generated and submitted. For county, state and federal agencies, LeapForm is a powerful tool for developing closer relationships with the families they support while also helping them to build relationships with families they have previously been unable to reach.

"The decision to create LeapForm was easy and timely for the market. Many counties who want this kind of software have explored older applications and found them to be too expensive or poorly designed," said Mark Diel, co-founder LeapForm, Inc. "LeapForm has created a tool that solves both of these problems."
