Lubamersky Named VP of Public Policy and Strategic Initiatives at TelePacific Communications

LOS ANGELES and SACRAMENTO, CA -- (MARKET WIRE) -- July 15, 2005 -- TelePacific Communications, a provider of business telecommunications network solutions headquartered in California, today announced the appointment of Nancy Lubamersky as its new Vice President of Public Policy and Strategic Initiatives.

This newly created position allows TelePacific to make a greater commitment to and be more involved with the regulatory bodies that oversee the telecommunications industry, which include the California Public Utilities Commission in Sacramento and the Federal Communications Commission in Washington, D.C. Lubamersky will lead TelePacific's regulatory and legislative initiatives at the state and federal levels.

Prior to joining TelePacific, Lubamersky held various positions with Pacific Bell and Qwest Communications in the Public Policy, Marketing and Regulatory departments. As the Executive Director of Industry Markets at Pacific Bell, she represented the company as an expert witness before the California Public Utilities Commission and the Federal Communications Commission in the areas of access charges and local competition. At Qwest, Lubamersky co-led efforts to allow the company to re-enter the long-distance market in the former US WEST territory and had responsibility for wholesale service quality and performance assurance plans.

Lubamersky graduated cum laude from the University of California, Berkeley with a Bachelor of Arts degree in Political Science and earned a Master's in Business Administration at the University of San Francisco. She currently serves on the Board of Directors of CalTel, a telecom industry group active in regulatory and legislative affairs in California.
