Man Pleaded Guilty to Three Counts Under Ontario SPCA Act After Failing to Provide Care for Dog's Broken Legs


EMBRUM, ONTARIO--(Marketwired - Feb. 5, 2014) - On 15 January 2014, Stephane Bouchard of Embrum, Ontario pleaded guilty to three counts under the Ontario SPCA Act.

The charges included:

  • One count for permitting an animal to be in distress.
  • Two counts of failing to comply with the prescribed standards of care.

On 15 April, 2013, the Ontario SPCA Stormont, Dundas & Glengarry Branch received a complaint concerning a dog that had injuries to both front legs.

An Ontario SPCA Officer attended the residence on the same day and spoke with the dog owner, Stephane Bouchard.

Mr. Bouchard explained that he had been ice fishing with his two dogs when one of the dogs spotted something and took off running. The other dog chased after it, tripped, flipped over and fell down, injuring both its front legs. The dog's legs had been broken for a month without having been taken to see a veterinarian.

Ontario SPCA Compliance Orders were issued to have the dog examined by a veterinarian.

The veterinarian examined and x-rayed the dog and found its right leg fractured and its left leg fractured with severe displacement of both the radius and ulna.

Mr. Bouchard was sentenced to three years probation and three years prohibition from living with, caring for, or owning an animal. He was given seven days to find his remaining dog a new home. He was fined $3,390.
