(PINKSHEETS: MSRM) is pleased to announce that Qcell OU Ltd. of Estonia, has requested a quote from Mobilestream Oil for an oil shale production plant in Estonia to process 5,000,000 tons of oil shale per year. Representatives from Qcell Ltd. (www.qcell.ee) have confirmed that they will visit Mobilestream Oil's facility in West Berlin, New Jersey, in mid-September of 2006 to discuss the use of Mobilestream Oil's technology for the oil extraction operations in the countries of Estonia, Latvia and Lithuania.

After negotiations and a period of the study, a corresponding license agreement with Qcell, if granted, will give exclusive rights to act, install, operate and benefit from Mobilestream Oil's technology for oil shale production.

According to an article published in the August 2005 edition of World Oil magazine, titled "Hopes for Shale Oil are Revived," Suncor Energy built a $250,000,000 (million) demonstration plant to develop the Stuart oil shale deposit, located near Gladston. However, it is believed that this facility only has the ability to process approximately 2,100,000 tons per year of oil shale.

Mobilestream Oil is confident that their quote for the Estonia facility should be significantly lower in cost then that of Suncor's production facility. While processing 5,000,000 tons of oil shale per year twice that of Suncor's facility.
