Matt Burns Joins NaiKun as VP of Commercial Operations

VANCOUVER, BRITISH COLUMBIA--(CCNMatthews - Nov. 7, 2006) - NaiKun Wind Development Inc., ("NaiKun") (TSX VENTURE:NKW) proponent of one of the world's largest offshore wind farm developments, is pleased to announce that Mr. Matthew C. Burns will assume the position of Vice President, Commercial Operations, effective November 20, 2006.

Mr. Burns has worked for the Vancouver International Airport Authority (YVR) for over ten years, where he most recently held the position of Director within the operations department. He has significant experience in project management and was responsible for several key business processes at YVR, including service contracts.

While at the Vancouver International Airport Authority, Mr. Burns was involved with the development of several major capital projects and spent a number of years acting as the liaison between the engineering and operations departments.

"We have engaged the services of a first-rate individual," said NaiKun Wind Development Inc. president, Ray Castelli. "Matt Burns is widely regarded as a dedicated and organized manager and his energetic management style will be a great fit with the NaiKun team."

Mr. Burns' main focus at NaiKun will be to manage the Power Purchase Agreement (PPA) bid process and pull together the disparate elements that compromise the bid. He will also be central to helping ensure the coordination of all priority work plan elements as the NaiKun project moves forward.

Mr. Burns holds a B.A. in Political Science from Simon Fraser University and an MBA from the University of British Columbia.

NaiKun Wind Development Inc. has been engaged in wind energy development in the Haida Energy Field off the coast of British Columbia since 2001. When fully operational, its five-phase 1,750 MW NaiKun Wind Farm will generate enough electricity to power 600,000 homes. Construction of Phase 1 is expected to begin in 2009.
