McGuinty Hasn't Implemented Walkerton Recommendations

TORONTO, ONTARIO--(Marketwire - Sept. 24, 2007) - Dalton McGuinty's claim that he's implemented all of Justice O'Connor's Walkerton recommendations is another example of McGuinty saying anything to win a vote.

For four years McGuinty has ignored the dilemma facing municipalities who struggle with the costs of providing safe drinking water. In his report on the Walkerton tragedy Justice O'Connor pointed to the Sustainable Water and Sewage Systems Act of 2002 as a solution:

"The Act will address many of the important issues concerning the financing of water systems that I discuss in this section. The requirements for a full-cost report and cost-recovery plan, as generally expressed in the proposed Act, are in my view appropriate."

The Bill was designed to ensure municipalities had a plan to recover the costs of running their water system. After they were elected McGuinty Liberals claimed they were moving to implement the Act:

"(D)evelopment of the regulations for the Sustainable Water and Sewage Systems Act will implement full cost recovery, as recommended by the Walkerton Inquiry. This will be a key component of the new water strategy."

Seven years after Walkerton, municipalities still struggle to provide safe drinking water - and McGuinty has not provided any plans for cost-recovery. The discovery of lead in the water in communities across Ontario this summer shows that the McGuinty Government has yet to learn the lessons of Walkerton.
