Prior to becoming Prime Minister, Modi was denied entry to Canada for the last 12 years on the basis of a provision in Canada's Immigration and Refugee Protection Act that bars entry of suspected human rights abusers. In 2002, Modi was chief minister of Gujarat during religious riots in which more than 1,000 people were killed, mostly Muslims.
