  • Kauffman Foundation Senior Fellow Jonathan Ortmans will provide testimony on the decline in business formation in the U.S. and highlight policy tools to reverse the decline, including:
    • How reform of U.S. immigration laws can promote innovation and new firm formation and growth
    • Changes in regulatory requirements
    • Student debt relief


  • Despite recent studies that show a declining business-creation rate in the U.S. throughout the past few decades, several trends are cause for optimism. Federal policy, however, will determine the extent of their impact in reversing that decline and strengthening the country's economy.


  • Jonathan Ortmans is a senior fellow at the Kauffman Foundation.
