Michael D. Bristol Named Senior Vice President of TCS Government Business Group

Leadership Credited With $5 Billion World-Wide Satellite Systems Contract Win

ANNAPOLIS, MD -- (MARKET WIRE) -- April 11, 2007 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS) today announced the appointment of Michael D. Bristol, Sr. to Senior Vice President of its Network Solutions Group. In this position, Bristol is responsible for overseeing the group's overall business operations, sales and marketing, and research and development efforts. The majority of the group's current customers are comprised of federal, state and local government agencies. Prior to this promotion, Bristol served as Vice President of the Network Solutions Group, a position he held since March 2004.

Bristol has played a significant role in building the Network Solutions Group into a leader in secure satellite-based communications and outsourced information technology services. Under his leadership, TCS was selected as one of six vendors by the U.S. Army's World-Wide Satellite Systems (WWSS) Program Management Office to participate in a five-year, $5 billion World-Wide Satellite Systems (WWSS) Indefinite Delivery Indefinite Quantity (IDIQ) contract -- the largest TCS contract ever. To date, should all option years be exercised, the total WWSS contract awards to TCS are worth more than $33 million, with more task orders under way.

Prior to joining TCS, Bristol worked six years at Oracle Corporation, the world's largest provider of database products and business applications, where he was Senior Director responsible for all business development activities of Oracle's Navy/Marine Corps Consulting Business. He also served nine years as Vice President and COO of Infocus Communications, a privately held multimedia technology company, where he was responsible for all operating divisions. Bristol served on the Infocus Board of Directors and participated in its pre-Initial Public Offering positioning.

Bristol is an alumnus of the U.S. Military Academy at West Point, where he earned a bachelor's degree in engineering. He served as a Captain, U.S. Army Military Intelligence, managing an Information Technology support center that provided custom software development, systems integration services, documentation and maintenance.

"Under Mike's leadership and aggressive sales and marketing approach, our Network Solutions Group revenue grew over 30 percent last year," said Maurice B. Tosé, Chairman, President and CEO at TCS. "He is well respected in the government industry and brings years of experience and proven results selling communication solutions to government customers. He played an integral role in landing TCS' unique position on the $5 billion IDIQ WWSS contract. The contract advances TCS' sales growth in the market segment and provides opportunities for TCS to extend its well-established reputation across a larger government customer community. We look forward to Mike's continued commitment to TCS and the customers he serves."

"Celebrating its 20th anniversary in July of this year, TCS continues to remain in the forefront of technology innovation with expertise in wireless data technology and high-speed, secure satellite and broadband solutions for telecom carriers, enterprise and federal customers," said Bristol. "In the past three years, we have developed a host of new products, solutions and services that address the emerging needs of the federal market. These advances in our technology, plus our expanded sales program -- which is focused on major programs such as WWSS and increased emphasis on strong partnerships -- form the backbone of our business growth strategy. I look forward to more TCS innovations and more strategic contract vehicles similar to WWSS to help us surge forward."
