Minister of National Defence Announces Additional Canadian Forces Senior Promotions And Appointments

OTTAWA, ONTARIO--(Marketwire - Sept. 15, 2011) - The Honourable Peter MacKay, Minister of National Defence, is pleased to announce senior Canadian Forces (CF) promotions and appointments for 2011. These officers lead the CF in defending Canada's values, interests, and sovereignty at home and abroad.

"These promotions and appointments ensure that the men and women of the Canadian Forces continue to benefit from the strong leadership that they deserve," said Minister MacKay. "The extensive knowledge and skills these General and Flag Officers possess are essential to Canadian Forces operations and effectiveness."

"The Canadian Forces are fortunate to have these professional leaders who have been selected and have accepted additional responsibility. We bestow our trust on them," said General Walt Natynczyk, Chief of the Defence Staff. "I am very proud of them and thankful of their service and dedication to Canada. To those retiring, I thank them for their contribution to the security of our nation and for the sacrifices they and their families have made to serve Canada."

In addition to what was announced in February and March, the following promotions and appointments for Canadian Forces senior officers have taken place in 2011:

  • Maj.-Gen. J.M.M. Hainse was promoted to Lt.-Gen. and appointed
    Deputy Commander Joint Force Headquarters in Naples, Italy, replacing
    Lt.-Gen. J.J.C. Bouchard, who has left the position vacant while serving as Commander of the current NATO mission in Libya;
  • Maj.-Gen. S.A. Beare was promoted to Lt.-Gen. and appointed Commander Canadian Expeditionary Forces Command, in Ottawa, replacing
    Lt.-Gen. J.G.M. Lessard, who will be retiring;
  • Brig.-Gen. R.V. Blanchette was promoted to Maj.-Gen. and appointed Military Advisor to the National Security Advisor at the Privy Council Office, in Ottawa;
  • Brig.-Gen. S.J. Bowes was promoted to Maj.-Gen. and appointed Commander Land Forces Doctrine and Training System, in Kingston, replacing
    Maj.-Gen. D.A. Fraser, who has retired;
  • Brig.-Gen. D.G. Neasmith was promoted to Maj.-Gen. and continues his appointment as Chief of Staff Assistant Deputy Minister (Information Management), at NDHQ, in Ottawa;
  • Brig.-Gen. C.C. Thurrott was appointed Commander Land Forces Atlantic Area, in Halifax, replacing Brig.-Gen. S.J. Bowes, who was promoted;
  • Commodore W.S. Truelove was appointed International Security and Assistance Force Deputy to the Deputy Chief of Staff Communications in Kabul, Afghanistan, replacing Brig.-Gen. C.T. Whitecross, who was promoted;
  • Col. J.G.S. Bédard was promoted to Brig.-Gen. (acting while so employed) and appointed Director General Public Affairs at NDHQ, replacing
    Brig.-Gen. R.V. Blanchette, who was promoted;
  • Acting Brig.-Gen. F.G. Bigelow was promoted to Brig.-Gen. and continues his appointment Director General Personnel and Family Support Services at NDHQ;
  • Col. K.R. Cotten was promoted to Brig.-Gen. and appointed Project Leader, Military Personnel Management Capability Transformation, at NDHQ;
  • Col. D.W. Joyce was promoted Brig.-Gen. (acting while so employed) and appointed Commander Task Force Libeccio, in Naples, Italy;
  • Acting Brig.-Gen. G.D. Loos was promoted to Brig.-Gen. and continues his appointment as Director General Cyber at NDHQ;
  • Col. J.C.F. Mackay was promoted to Brig.-Gen. (acting while so employed) and appointed Deputy Commander Canadian Operations Support Command, in Ottawa, replacing Brig.-Gen. C.C. Thurrott;
  • Col. J.B. Ploughman was promoted to Brig.-Gen. (acting while so employed) and appointed Chief of Staff Canadian Expeditionary Forces Command, in Ottawa, replacing Commodore W.S. Truelove; and
  • Col. Robert S. Williams was promoted Brig.-Gen. (acting while so employed) and appointed Director General Military Signals Intelligence at NDHQ, replacing Acting Brig.-Gen. J.L. Turnbull, who has retired.

After distinguished service to the CF and Canada, in addition to those already announced, the following senior officers will retire in 2011:

  • Lt.-Gen. A.B. Leslie;
  • Lt.-Gen. J.G.M. Lessard;
  • Maj.-Gen. D.A. Fraser; and
  • Brig.-Gen J.L. Turnbull.
