Minister Ritz Announces the Reappointment of the Chairperson for the Canada Agricultural Review Tribunal (CART)

OTTAWA, ONTARIO--(Marketwired - Dec. 18, 2013) - Agriculture Minister Gerry Ritz today announced the reappointment of Donald Buckingham as Chairperson of the Canada Agricultural Review Tribunal (CART).

"I am pleased that Dr. Buckingham has agreed to remain in his key role with CART," said Minister Ritz. "As Chairperson of CART, Dr. Buckingham has drawn on both his extensive legal expertise and background with agriculture in leading the organization."

CART is a small quasi-judicial body that provides Canadians the opportunity to request reviews of certain administrative decisions or penalties imposed under various agriculture and agri-food Acts. In this regard, CART plays a key role in ensuring a fair and efficient administrative monetary penalty system.

The Chairperson is a full-time member of CART and is its chief executive officer. In this capacity, the Chairperson is accountable for the effectiveness and efficiency of CART's operations and reports to Parliament through the federal Minister of Agriculture.

Dr. Buckingham's reappointment is for a three-year term effective March 31, 2014. A biographical note is attached.

Biographical Notes

Donald Buckingham

Donald Buckingham became Chairperson for the Canada Agricultural Review Tribunal (CART) in July 2009, bringing with him an extensive legal background -- much of it related to the agricultural industry. A Member of the Bar of the Law Society of Upper Canada since 1988, Dr. Buckingham worked as a Legal Counsel at Agriculture and Agri-Food Canada (AAFC) from 2006 to 2009. In this capacity, he advised AAFC officials on all matters affecting agriculture and agri-food. His career as a law professor spanned the period 1990 to 2009 and three universities: the University of Western Ontario, the University of Saskatchewan and the University of Ottawa. During this time, he taught courses and conducted research on agriculture law and food law. In addition, Dr. Buckingham worked as consultant in Saskatoon (1998-99) and Ottawa (2000-2006) on issues pertaining to agriculture, food, trade, regulatory affairs and international development. Among his clients, he counted the Canadian Food Inspection Agency, AAFC and the Food and Agriculture Organization of the United Nations. Dr. Buckingham's impressive academic qualifications include a Bachelor of Arts (Hons.) from the University of Saskatchewan; a Bachelor of Laws (with distinction), from the University of Saskatchewan; a Diploma in International Law (by thesis) from the University of Cambridge; and a Doctorate in Law from the University of Ottawa and University Montpellier. He is the co-author of five books, including Agriculture Law in Canada, which was published in 1999, and has also written two forthcoming books related to agriculture and food law, as well as an extensive array of chapters and entries in other books, and academic articles. Born in Lloydminster, Saskatchewan, Dr. Buckingham now resides in Ottawa.
