The Honourable Steven Blaney, Minister of Veterans Affairs, today welcomed participants to the opening of the 19th Congress of the International Society for Military Law and the Law of War, an international, non-profit organization dedicated to studying and promoting military law and international humanitarian law.

"Our Government encourages nations to place a high priority on fulfilling their legal obligation to train their troops on the law of armed conflict, as well as to respect International Humanitarian Law and International Human Rights Law in the conduct of their operations," said Minister Blaney.

The 19th Congress, being held in Quebec City, has drawn 160 participants from all parts of the world, including the United States, Europe, China and several African states. The Society has more than 700 members, who range from military or civil magistrates, lawyers and university professors to general and field officers from over 50 countries.

"As we speak, more than 1,200 Canadian men and women are serving abroad on multinational missions in some of the most troubled places around the globe," said Minister Blaney. "They are carrying on a long and proud Canadian tradition of military service in support of the goals of the United Nations, NATO, and the international community in the maintenance of international peace and security."

Minister Blaney noted that some of the best examples of military professionalism can be found in the province where the participants are gathering, and that members of 3 Wing in nearby Bagotville and the Royal 22e Regiment at CFB Valcartier have respectively served with distinction on recent multinational operations in the skies over Libya and on the ground in Afghanistan.
