Notice of Public Hearing: Canadian Nuclear Safety Commission

Ref. 2007-H-12

OTTAWA, ONTARIO--(CCNMatthews - April 25, 2007) - The Canadian Nuclear Safety Commission (CNSC) will hold a one-day public hearing on the Environmental Assessment (EA) Guidelines regarding Zircatec Precision Industries Inc.'s (Zircartec) Slightly Enriched Uranium CANDU Fuel Production proposal for its facility located in Port Hope, Ontario.

Hearing: June 22, 2007
Place: CNSC Public Hearing Room, 14th floor,
280 Slater Street, Ottawa, Ontario

Public hearings follow the agenda published prior to the hearing date.

The Zircatec facility is already licensed to produce nuclear fuel for CANDU and research reactors. Zircatec proposes to establish a new production line using 1% enriched uranium dioxide. A Screening Environmental Assessment of the proposed project must be conducted pursuant to the Canadian Environmental Assessment Act (CEAA) before the CNSC can proceed with a decision on a licence application from Zircatec.

Draft Environmental Assessment Guidelines (EA Guidelines) were issued for public comment on February 5, 2007, and the comment period closed on March 9, 2007. The revised EA Guidelines, taking public comments into account, will be made available to the public after April 23, 2007.

In a decision made following a public meeting of the Commission on March 2005, EA Guidelines are no longer considered in the context of a public hearing. However, in light of public interest regarding this matter, the public is invited to participate at the hearing by commenting, in writing, on the revised EA Guidelines. There is no opportunity for oral presentations at the hearing. Should the Commission require additional information from participants or CNSC staff, it may seek additional information in writing or, if a participant is in attendance at the hearing, it may seek an oral response. Requests to intervene must be filed with the Secretary of the Commission by May 22, 2007 at the address below. The request must include the following information, as per the CNSC Rules of Procedure:

- a written submission of the comments to be presented to the Commission; and

- name, address and telephone of the requester.

The public is welcome to observe public hearings. Agendas and information on the public hearing process, including how to participate in public hearings, are available at the CNSC Web site: www.nuclearsafety.gc.ca. Hearing documents (submissions) are not available on-line and must be requested through the Secretariat at the address below:
