Optimal Geomatics to Benefit from New US Energy Legislation Enforcing Electric Utility Regulatory Standards

VANCOUVER, BRITISH COLUMBIA--(CCNMatthews - Aug. 30, 2005) - Optimal Geomatics Inc., (TSX VENTURE:OPG) ("Optimal") a geomatics service and software provider to the power line and pipeline utility sector, is pleased to announce the passing of a new, comprehensive US Energy Industry legislation mandating new regulatory requirements for:

- enforceable mandatory reliability standards,

- incentives for transmission grid improvements, and

- improvements of transmission siting rules.

The Energy Policy Act of 2005, proposed by the House Energy and Commerce Committee ("the Committee"), will encourage new capital investment in the energy sector and, hence, improve the nation's electricity grid leading to greater system reliability, according to the Committee.

The House Energy and Commerce Committee governs legislative action pertaining to the supply and delivery of energy concerns. As such, the new energy bill, signed into law by the United States President on August 8, 2005, is applauded by the North American Reliability Council (NERC) as it presents the opportunity for NERC to establish a self-regulatory Electric Reliability Organization (ERO) governed to develop, maintain, and enforce reliability standards of the electric system throughout North America. This, according to NERC, will result in the need for electric utilities to seek and invest in solutions that will allow them to comply with reliability standards and, hence, provide greater service reliability.
