Oulu Finland Launches Free Mobile WiMAX Network

Details on Oulu's Unique Wireless Network Constellation to Be Presented at "Tomorrow's Wireless World," November 18 at the Hilton San Jose, California

SAN JOSE, CA--(Marketwire - November 12, 2008) - Oulu Innovation today announced that the city of Oulu, Finland is launching a MobileWiMAX-based wireless broadband network to enhance the city's current wireless development and testing platforms. Together with the panOULU and Octopus networks, the planned MobileWiMAX network will be a part of Oulu's existing wireless network constellation and is expected to be deployed in December 2008. Providing companies seeking to develop next-generation wireless devices a complete R&D and innovation ecosystem, these testing platforms are designed to improve product quality, increase market share, and reduce time-to-market.

"Oulu is a technologically advanced region with an unmatched advantage in wireless technology," said Matti Pennanen, Mayor, city of Oulu, Finland. "In close cooperation with our partners, we have built a system that is unique in the world for commercial research and development of wireless devices that includes free wireless internet access to all. The addition of the MobileWiMAX network will be an integral part of our existing wireless infrastructure and broaden our capabilities to serve an even greater number of world-class companies and citizens."

The design and construction of the MobileWiMAX network has been coordinated by the city of Oulu with the following partners: Nokia Siemens Networks Ltd; DNA Services Oy; Nokia Plc; Oulu Innovation Ltd; University of Oulu - Department of Electrical and Information Engineering; and VTT Technical Research Centre of Finland.

"Mobile WiMAX, based on the Internet Protocol, promises to accelerate wireless-data speeds well beyond what's offered by current 3G cellular networks and deliver basic voice service," said Allen Nogee, principal analyst, wireless technology and infrastructure, In-Stat. "Oulu is already known as a technology hub with a skilled workforce and world-class wireless resources. The addition of a MobileWiMAX-based broadband network to the city's existing testing infrastructure will provide companies that are unable to grow their wireless business due to lack of R&D resources yet another competitive advantage in developing products and services."

Using the latest wireless data transfer technology, the MobileWiMAX network will consist of 13 base stations. The planned coverage area will be approximately 130 square kilometers, covering a continuous area from Oulunsalo Airport to Oulu City Center and to Technology Park.

Oulu's MobileWiMAX network will differ from traditional WiMAX networks in that it will provide user mobility in the coverage area, providing uninterrupted Internet access much like 3G phones. The network uses the 2.5 GHz band, which means that all terminals supporting the band will be able to access the network and will offer data transfer speeds of up to 13 Mbps.

Oulu's unique testing platforms are designed for commercial research and development of wireless devices and services across several technologies that include 3G, EDGE, WLAN and soon MobileWiMAX. As an integral part of the panOULU network, the MobileWiMAX network will share the central backbone services with Oulu's existing WLAN network. The Octopus Network's testing platform connection to the panOULU backbone services will also be enhanced while the MobileWiMAX network is built.

To learn more about the city's unique advantages in wireless R&D, Mayor Matti Pennanen of Oulu, Finland invites you to attend "Tomorrow's Wireless World" on November 18, 9:30 a.m. - 2:00 p.m. at the Hilton San Jose. The event celebrates the agreement between Oulu and the city of San Jose to work together in various initiatives which promote and encourage improved connections and growth for businesses, research organizations and city government in each region.
