The Addition of WC "Doc" Starling, a Highly Credentialed Licensed Construction Contractor, and Clifton C. James, a Renowned Architect and City Planner, to the Construction Divisions Positions Phoenix for Growth in the Sector; Expected to Enhance Larger New Orleans and Gulf Region Project Opportunities

MADISONVILLE, LA -- (MARKET WIRE) -- January 4, 2007 -- Phoenix Associates Land Syndicate (Phoenix) (PINKSHEETS: PBLS) today announced WC "Doc" Starling, a licensed contractor, has joined Phoenix as a Director in the construction division and the brokering division; and Clifton C. James, a licensed architect and contractor, is now working in the architectural and planning section of the construction division.

WC "Doc" Starling is a highly experienced construction industry owner and operator that started his own construction company, Starling Construction Company, in 1976. With an ever widening of the range of projects taken on to grow his business, the name was changed to Starling Enterprises, Inc. around 1978. The company again went through a name change in 1996 to SEOLA (Starling Enterprises of Louisiana).

Doc Starling's company completed more than fifty million dollars in construction projects in a ten-year period. This work consisted of large land clearing, four lane highways, access roads, state route highways, dam rehabilitation, airport runway construction, rip rap of levees, levee construction, land reclamation and hydraulic dredging.

Doc Starling retired as President and CEO of Starling Enterprises in 1986, and has continued to remain active in the industry as a consultant to the company and to other organizations over the years. More recent clients of SEOLA Enterprises have included: Army Corps of Engineers -- Huntington, Mobile, New Orleans, Wilmington, and Vicksburg Districts; Department of the Navy; City of Atlanta; and the Environmental Protection Agency.

Clifton C. James is an architect and planner with an extensive background in project management, quality and aesthetic control, architectural design, urban and rural planning and real estate development. Prior to coming to Phoenix, Mr. James was Vice President of United Tech Consulting, Inc., a development company in Atlanta, GA. He was also President and CEO of The Urban Design Research Center, Inc. (URDC) in Louisiana and Georgia. UDRC is an interdisciplinary, university associated, community-based urban and rural design center, specializing in community revitalization and development.

Clifton James has expertise and skills that demonstrate a multi-disciplined, collaborative effort that brings together scientists, engineers, planners, economists, architects, and contractors for the purpose of transforming ideas into reality and providing needed services and facilities. During his earlier career, from about 1969 to 1980, his architectural design and construction administration services were almost entirely provided to public sector clients, such as HUD, HEW, DOT, the Department of Commerce, the City of New Orleans, and the State of Louisiana, with projects ranging from under a million to over five hundred million dollars.

Clifton James has an extensive formal education: Degree in Design from Fontainebleau School of Fine Arts in 1969; BA Degree in Architecture from Louisiana State University in 1968; Master's Degree in Architecture from Harvard University in 1969; Registered Architect in State of Louisiana in 1970; Certification in Computer Graphics from Harvard Graduate School of Design in 1978; Certification in Environmental Impact Analysis from Harvard Graduate School of Design in 1979; Certification in Environmental Design and Planning from MIT Laboratory of Architecture and Planning in 1980; and Certification in Master Planning from Harvard Graduate School of Design in 1999.
