Over a period of years, the University of Illinois at Chicago's professional employee population grew steadily. This growth, while necessary, challenged an already stretched human resources infrastructure. Along with converging forces from various entities (e.g. union requirements, state regulatory agencies, a state budget crisis and the employees themselves), UIC needed to take a hard look at the current structure of the organization and make tough decisions about its future.
