PIPSC: Bad Faith and Unfair Labour Practice Complaint Filed Against Canada Revenue Agency

OTTAWA, ONTARIO--(Marketwire - July 3, 2008) - The union representing auditors, computer systems and other professionals employed by the Canada Revenue Agency has filed a complaint of bad faith and unfair labour practice against the Agency.

The Professional Institute of the Public Service of Canada has complained to the Public Service Labour Relations Board that the Canada Revenue Agency has reneged on an agreement with the union.

The agreement was entered into when the Corporate Taxation Auditors were
transferred from the Province of Ontario to the federal Revenue Agency in April 2008. The provincial auditors were transferred when the Canada Revenue Agency took over the collection of corporate tax from the Province of Ontario. The agreement allowed the years of service of the provincial auditors to count for the purpose of leave entitlements. In return, the Revenue Agency committed to several initiatives that would ensure a smooth transition and protect the career development opportunities for its members. Despite many attempts by the Institute, the Revenue Agency has clearly stated it will not honour the commitments contained in the agreement.

"Canada Revenue Agency employees deserve better than what they have been getting from their employer. Despite what their web site is saying to prospective employees, "the future does not start there". We will not stand by and watch them trample over their employees' rights", said Institute President MichFle Demers. "We filed the complaint to the Board to ensure that the Revenue Agency will respect the agreement."

The Professional Institute of the Public Service of Canada is a national union representing 55,000 professionals and scientists across Canada, including 10,000 auditors, computer systems and other professionals at the Canada Revenue Agency.
