Primal Solutions and NeuStar Demonstrate IP Technology Interoperability and Settlement Services at Spring VON

SAN JOSE, CA--(Marketwire - Mar 19, 2007) - Primal Solutions (OTCBB: PSOL), the leading provider of IP transaction management platforms, used in delivering carrier-grade charging and settlement management solutions, announced it is demonstrating interoperability of its settlement services with NeuStar's (NYSE: NSR) SIP-IX network peering and interworking services suite. The demonstrations will occur in NeuStar's exhibit booth at this week's Spring VON conference in San Jose, California.

NeuStar, a trusted, neutral operator of registries, has developed SIP-IX as the first comprehensive suite of services designed to enable direct network-to-network peering, with a standards-based, cross-domain registry service that is integrated with the world's leading Internet Exchange Providers (IXPs). NeuStar's SIP-IX service ensures seamless integration and the realization of strategic business value as a consequence of its resulting service and revenue enablement. Primal Solutions' IP Correlytics™ platform provides the end-to-end IP transaction management necessary to ensure proper internetwork settlement for transport rendered by each of the network peering partners.

"Turning IP-based services into mainstream revenue opportunities requires network operators to have ready access to tools and services that enable them to quickly and easily establish and manage relationships with one another. For them, a trusted, neutral registry, coupled with the ability to support end-to-end settlements is essential," said Dennis Brouwer, Senior Director, IP Services at NeuStar.

"Initially some peering partners may opt for 'bill and keep' settlement strategies, but as the market quickly matures, they will require true internetworked end-to-end settlement solutions," said Bob Richardson, Primal Solutions COO. "IP transaction management is necessary to assemble and archive the complex, multi-party transactions involved in peered networks, and provides the real end-to-end accountability required to act as a trusted, neutral arbiter for internetwork settlement. In addition, IP Correlytics includes a suite of tools that service providers can use to inspect the archive of assembled IP transactions and identify possible fraud or manage QoS end-to-end for the entire session."

SIP-IX lays the groundwork for service providers and carriers to deploy new, all-IP services, such as voice, video and instant messaging, which deliver value between and among federated communities. The IP Correlytics platform provides state-based IP transaction management, correlation and archiving, increasing business value through revenue realization, cost containment and business intelligence. By combining SIP-IX with IP Correlytics, NeuStar and Primal Solutions offer network service providers with a complete suite of neutral application peering and settlement services. Attendees of the Spring VON conference are invited to see a live demonstration in booth #1119 in the main exhibit hall.
