Primal Solutions and NeuStar Demonstrate IP Technology Interoperability and Settlement Services at the Cable Show

NEW ORLEANS, LA--(Marketwire - May 19, 2008) - Primal Solutions (OTCBB: PSOL), a market leader for innovative managed solutions that turn data into revenue, announced it is demonstrating the interoperability of its settlement and analytic services with NeuStar's (NYSE: NSR) SIP-IX network peering and internetworking services suite. The demonstrations will occur in NeuStar's exhibit booth (#3811) at this week's Cable Show in New Orleans, Louisiana.

NeuStar, a provider of clearinghouse and directory services to the global communications and Internet industry, has developed SIP-IX as the first comprehensive suite of services designed to enable direct network-to-network peering with a standards-based, cross-domain registry service that is integrated with the world's leading Internet Exchange Providers (IXPs). NeuStar's SIP-IX service ensures seamless integration and the realization of strategic business value as a consequence of its resulting service and revenue enablement. Primal Solutions' IPC Platform™ suite provides the end-to-end call session transaction management and usage analytics necessary to ensure proper inter-network settlement for transport rendered by each of the network peering partners.

"Turning IP-based services into mainstream revenue opportunities requires network operators to have ready access to tools and services that enable them to quickly and easily establish and manage relationships with one another. For them, a trusted, neutral registry, coupled with the ability to support end-to-end settlements is essential," said Michael Misheff, vice president of IP Services at NeuStar. "By routing IP data directly with their peers, cable and other communications carriers can achieve cost and quality advantages over routing their traffic via the PSTN, and additionally offer enhanced all IP services like video and presence."

"The IPC Platform suite with its IPC Analytics™ portal provides the graphical data views and reports necessary for peering partners to have full and trusted visibility into their traffic flows and usage end-to-end," said Bob Richardson, Primal Solutions COO. "Where some peering partners may opt for 'bill and keep' settlement strategies, others will require true internetworked end-to-end settlement solutions. The IPC Platform suite supports both business models by efficiently assembling, archiving, and analyzing the complex, multi-party transactions involved in peered networks, and providing the real end-to-end accountability required to act as a trusted, neutral arbiter for inter-network settlement."

SIP-IX, which can be deployed by service providers as either a hosted or in-network solution, lays the groundwork for service providers and carriers to deploy new, all-IP services such as voice, video and instant messaging that deliver value between and among federated communities. The IPC Platform suite provides state-based transaction management, correlation and archiving, increasing business value through revenue realization, cost containment and business intelligence. By combining SIP-IX with the IPC Platform solution, NeuStar and Primal Solutions offer network service providers a complete suite of neutral application peering and settlement services.
