Procera Networks and West Central Net Form Strategic Reseller Partnership to Deliver CALEA Trusted Third Party Services to Broadband Service Providers

PacketLogic Delivers a Combination of the Most Cost Effective Lawful Intercept and Superior Traffic Management Solution for Broadband Service Providers

LOS GATOS, CA -- (MARKET WIRE) -- March 21, 2007 -- Procera® Networks, Inc. (OTCBB: PRNW), a pioneering developer of intelligent network traffic and service management infrastructure equipment, today announced that Procera Networks and West Central Net (WCN) have entered into a strategic business partnership to provide managed CALEA compliance and traffic management solutions to Broadband Service Providers, using Procera's PacketLogic traffic management and control products. Through this partnership, West Central Support, WCN's managed services division, will sell PacketLogic products to Broadband Service Providers (BSPs) of all types and will also provide Trusted Third Party (TTP) CALEA services to ISPs who wish to comply with CALEA, but who desire an outside service to handle the communications and interface with Law Enforcement Agencies when they are served with a Lawful Intercept Request.

"We are excited about this strategic partnership with Procera Networks," states Bill Woods, Internet Business Manager for WCN. "The PacketLogic solution allows us as a TTP to provide BSPs with a superior traffic management solution to optimize and control their network while simultaneously offering a cost effective CALEA technical assistance compliance solution. Every other CALEA solution on the market offers an expensive, yet adequate tool for handling only Lawful Intercept Requests. Procera's solution adds value to the network from day one, by delivering traffic analysis along with a management function that helps the BSP better monitor their overall network traffic. With increased visibility and knowledge of what is going on within the network, the BSP can use the PacketLogic device to implement policies to manage, control or optimize bandwidth usage. A key additional function that PacketLogic provides is the ability for the BSP to potentially realize incremental revenue opportunities."

"Procera Networks is extremely pleased to be working with West Central and very happy to announce this strategic partnership," says Doug Glader, CEO for Procera Networks. "This partnership demonstrates a strategic focus for Procera to work with BSPs in the United States to deliver superior technical solutions that provide maximum benefit for all their needs, including the FCC's CALEA regulations. Because WCN is itself a BSP, we take great comfort in knowing that BSPs who purchase PacketLogic solutions and services from West Central are dealing with an organization that understands the needs of their customers. West Central will be an important extension of Procera's efforts to bring the PacketLogic solution for CALEA compliance and traffic management to BSPs in the US market."
