Public Consultation Begins on Development Project for Old Philosophy College Site

MONTREAL, QUEBEC--(Marketwire - April 22, 2009) - The Office de consultation publique de Montreal (OCPM) announces today the start of the consultation on the development project for the site of the old Philosophy College in the borough of Ville-Marie, within the boundaries of the historic and natural borough of Mont-Royal.

The project consists in converting the Philosophy College building on Cote-des-Neiges Road, occupied until recently by Marianopolis College, into housing units, and in constructing residential buildings on part of the surrounding land. Some 325 housing units are planned. The project calls for the recycling of the old College, the construction of new buildings ranging from three to nine storeys in height, and the addition of a 671-space underground parking garage.

The project requires amendments to the Montreal Master Plan and the urban planning by-law of the borough of Ville-Marie. As the old College property is located in the historic and natural borough of Mont-Royal, the consultation must take into account the Mount Royal Master Protection and Enhancement Plan, slated for adoption in the coming days. Moreover, as the draft by-law amending the zoning by-law of the borough of Ville-Marie was adopted pursuant to section 89, subparagraph 5 of the Charter of Ville de Montreal, it is partly subject to approval by referendum.

Various issues will be addressed at three information sessions on May 4, 5 and 11, at 7:00 p.m. On the first evening, representatives of both the City and developer will present the project and legislative amendments required to carry it out. Its impact on the surrounding area will also be examined. The second evening will focus on the issue of protecting natural environments and green spaces and providing public access to the mountain, while the third will address the built and landscape heritage and protection of views.

At these meetings, citizens may ask any questions they like about the project. The presentation of briefs will be held on Wednesday, May 27, also at 7:00 p.m. All the meetings will take place at the offices of the OCPM, 1550 Metcalfe Street, 14th Floor (Peel Metro).
