Quebecor World Commends U.S. Congressional Leaders for Passage of Postal Reform Legislation

MONTREAL, CANADA--(CCNMatthews - Dec. 11, 2006) - Quebecor World Inc. (TSX:IQW) (NYSE:IQW) commends the U.S. Congressional leadership for passage of the Postal Accountability and Enhancement Act. One of the highlights of the legislation is the establishment of mechanisms for controlling future postal increases which will create a more predictable postal environment that will benefit many of Quebecor World's customers which include leading publishers, catalogers, retailers and direct mailers.

"We congratulate the House and Senate leadership who along with many of our customers and industry leaders worked tirelessly to enable the passage of this legislation. This bill contains many of the key elements that are vitally important to our business and our customers' businesses. It will help to ensure the future success of our industry for the long-term by further establishing print as the primary advertising and marketing vehicle for publishers, catalogers, retailers and direct mailers," said Wes Lucas, President and Chief Executive Officer, Quebecor World Inc.

Quebecor World's customers will benefit from smaller, regular and more predictable rate increases tied to the Consumer Price Index. The newly established Postal Regulatory Commission will have greater authority and will allow the Postal Service to concentrate on its core business, leading to better service to the mailing industry. Additionally, the bill requires the Postal Service to establish a set of service standards and provide a system of objective external performance measurement.

"The provisions in this bill will allow us to further enhance the customer value that Quebecor World's industry-leading logistics solutions provides to our magazine, catalog, retail and direct mail customers," said Brad Nathan, President Quebecor World Logistics. "We will be able to provide our customers with more delivery reliability, frequency and speed consistent with reasonable rates and best business practices."

Quebecor World congratulates all the people who helped ensure the passage of this legislation including, Senators Susan Collins, Tom Carper, Joe Lieberman, along with Congressmen Tom Davis, Henry Waxman, Danny Davis and John McHugh.

If any of our customers would like further information about the new postal legislation and how they might benefit they should contact Quebecor World's Vice-President of Postal Affairs, Anita Pursley. Her contact information is contained at the bottom of this press release.
