Reliance Infocomm Chooses Ulticom to Bring New Mobile Service to Market

Ulticom's Signalware Platform Supports One of the World's Largest and Most Complex Communications Network Rollouts

MT. LAUREL, NJ -- (MARKET WIRE) -- November 8, 2005 -- Ulticom, Inc. (NASDAQ: ULCM), the premier provider of signaling software solutions, today announced that Infocomm Technology Innovation Centre (ITIC), the technology arm of Reliance Infocomm, a leading service provider in India, has licensed Ulticom's Signalware product to develop and deploy a series of advanced real-time charging services and Short Message Service (SMS) capabilities to address the needs of their rapidly growing subscriber base. Signalware provides a high-performance application development and deployment environment encompassing the essential network signaling technology used to reliably deliver communication services.

The ITIC-developed charging service provides subscribers with various levels of prepaid calling minutes, long distance calls to any phone in the country, international calling, and a universal access number, all with superior voice quality and data capabilities. With this service, subscribers can electronically recharge their prepaid accounts almost instantaneously, with virtually any amount that suits their budget.

ITIC's highly skilled and professional personnel rapidly implemented these new services on Signalware's easy to use application programming interface (API), with integrated support for SS7 and CDMA-based network protocols. As a result, Reliance's vision to offer affordable communication services to their subscribers with the flexibility to customize the service experience for specific segments of the market is now a reality.

ITIC developed a convergent Short Message Service Center (SMSC) that offers CDMA and GSM Network subscribers the capability to send/receive mobile SMS messages on their phones to/from other subscribers across the globe or to send messages to applications within the network.

Reliance Infocomm offers a suite of personalized push and pull-based SMS Infotainment applications whereby subscribers are able to access content on a large range of topics such as news, ring tones, convenience, entertainment, lifestyle, sports, finance, and local information. To use these applications, subscribers send keyword based requests and short code text messages from their phone and receive the relevant information in a matter of seconds.

"Reliance Infocomm is setting the pace in a market with one of the highest mobile subscriber growth rates in Asia, where prepaid is the dominant form of payment," said Shawn Osborne, president and CEO of Ulticom. "We are proud to be a part of Reliance Infocomm's aggressive plans to bring affordable enhanced mobile services to India."
