Rockford (IL) Police Department Picks Sypherlink to Lead Critical Data Sharing Initiative

Sypherlink's N-DEx Expertise and Turnkey Solution Are Highlighted as Rockford PD Steps Up Effort to Share Data With the FBI and Local Law Enforcement Agencies

DUBLIN, OH--(Marketwire - May 3, 2011) - Sypherlink, a leading data integration software and National Information Exchange Model (NIEM) conformance provider, today announced that it was selected to lead the Rockford Police Department's (PD) data sharing efforts with N-DEx and the Illinois I-CLEAR system, a state directed data sharing system targeting Chicago area law enforcement agencies and beyond.

In January 2011, the Illinois Criminal Justice Information Authority (ICJIA) awarded the City of Rockford an $85K grant to implement an interface between their Motorola Solutions NetRMS (Records Management System) and the Illinois State Police I-CLEAR system. The funds were to be used to facilitate the contribution of complete, accurate and timely data to the state system using the FBI's N-DEx data standards. I-CLEAR recently adopted the standard to ease participation by more law enforcement agencies.

The Rockford PD searched for a single solution to meet the needs of a multi-faceted project, one that met the requirements of both state and federal data sharing programs. After issuing an RFP, Sypherlink was chosen to lead the project.

"Sypherlink was an easy choice," said Craig Youngberg, RMS Administrator for the Rockford Police Department. "The combination of their vast amount of public safety expertise, targeted N-DEx software solution (N-DEx Appliance) and relationship with Motorola Solutions gave us the confidence that they would meet or even exceed our expectations."

Rockford PD is a long-time Motorola customer who has been reporting National Incident Based Reporting System (NIBRS) data since 2006 and holds the unique distinction of being the only agency in Illinois and just the third in the United States to individually report directly to the FBI. This program will further reinforce the Rockford PD's commitment to providing law enforcement leadership both in Illinois via the State's I-CLEAR program as well as nationally.

"N-DEx Appliance was specifically designed to address agency data sharing needs," James Paat, CEO of Sypherlink, stated. "We have accumulated years of experience in the public safety space and used that knowledge to craft the solution to comply with the NIEM standard, FBI N-DEx requirements, and extend those capabilities to support state and regional data sharing programs as well."

"Our collaboration with Motorola was a key contributor to the win," Paat continued. "We place significant importance on our relationships. Motorola's long-standing, active participation with organizations supporting national programs and standards like NIEM and N-DEx makes this project a priority for them. Their next generation standards-based public safety portfolio, PremierOne (, is positioned to continue that direction and Motorola enabled us to tightly integrate with their NetRMS application helping us seal the deal with Rockford."

The N-DEx Appliance is an application that collects data from an RMS system through a series of pre-built RMS interfaces, performs transformation and translation to the NIEM standard and deposits the converted data in a NIEM Staging Database. From there, XML messages are generated and either sent to N-DEx (through a pre-built N-DEx Adapter) or can be configured to reach any other target destination.

Implementation of the project will begin this month.
