Sabtech Adds Defense Consultant/Former Pentagon Appointee Roger M. Smith to Its Board of Directors

Smith to its board of directors. Mr. Smith is the President of RMax Technologies, LLC, a defense and government business and legislative strategy firm in Alexandria, Virginia. RMax Technologies assists clients in defense program management, obtaining funding, managing research, development, test and evaluation initiatives, and export licensing.

Mr. Smith has a long and distinguished record in U.S. defense systems management. Before transitioning to industry, he served on active duty in the United States Navy from December 1981 to October 1991 as both a naval intelligence and naval flight officer. He has experience in aviation flight operations, strategic and geopolitical analysis, human intelligence collection, indications and warning, and tactical air wing intelligence leadership. Mr. Smith also served as a U.S. Senate liaison officer in the Navy's Office of Legislative Affairs. He retired in 2011 as a Captain from the U.S. Navy Reserve while assigned to the Office of the Secretary of Defense's Defense Technology Security Administration.

In his civilian career from 2003 to 2009, Mr. Smith served two appointments in the Department of the Navy as Deputy Assistant Secretary of the Navy (Littoral and Mine Warfare programs) (June 2003-January 2007) and Deputy Assistant Secretary of the Navy (Expeditionary Warfare) (January 2007-August 2009). He was responsible for the development and procurement of $17 billion of Marine Corps and Navy ground and amphibious weapons systems, improvised explosive device countermeasures, personnel and vehicle protection programs and man-portable unmanned air and ground systems. In addition to the above portfolio during the latter assignment, Mr. Smith was also responsible for daily execution of development, procurement and fielding of major wartime and critical life saving rapid acquisition programs, including the $22 billion Joint Mine Resistant Ambush Protected (MRAP) vehicle program, and the Joint Counter Radio Controlled Improvised Explosive Device - Electronic Warfare (JCREW) systems.

Before his appointment in the Department of the Navy, Mr. Smith was a professional staff member for the Committee on Armed Services in the U.S. House of Representatives where he was responsible for oversight of nearly $19 billion in procurement and research and development funds for all Army and Marine Corps weapons systems and all ammunition accounts. His responsibilities also included writing legislation and congressional budget actions for developing and acquiring major defense weapon systems and technologies through seven annual congressional budget cycles.

In addition to his significant governmental service, Mr. Smith also managed marketing development for the Vernitron Corporation from late 1991 to late 1993. In this function, he directed marketing and government affairs for $30 million in annual sales of commercial, military aerospace and shipboard guidance and control systems through interaction with industry managers and engineers, members of Congress and their staffs, and Department of Defense officials.

Mr. Smith is a graduate of the University of North Carolina-Chapel Hill (B.A.) and also holds an executive business certificate from UNC Kenan-Flagler Business School.
