Siebel Foundation Adopts Rule 10b5-1 Trading Plan

SAN MATEO, Calif.--(CCNMatthews - Mar 4, 2005) -

Siebel Systems, Inc. (Nasdaq:SEBL), a leading provider of business
applications software, today announced that it has been informed by the
Thomas and Stacey Siebel Foundation that as of February 28, 2005, it has
adopted a pre-arranged stock trading plan to sell a portion of its
company stock over time as part of a long-term strategy for asset
diversification and liquidity.

The stock trading plan was adopted in accordance with guidelines
specified under Rule 10b5-1 of the Securities and Exchange Act of 1934
and consistent with Siebel Systems, Inc.'s policies regarding stock
transactions. Rule 10b5-1 allows corporate officers and directors,
including entities within their control to adopt written, pre-arranged
stock trading plans when they do not have material, non-public
information. Using these plans, insiders can systemically diversify
their investment portfolios, can spread stock trades out over an
extended period of time to reduce any market impact and can avoid
concerns about whether they had material, non-public information when
they sold their stock.

The Thomas and Stacey Siebel Foundation has provided the following
information regarding the terms of the foundation's Rule 10b5-1 Plan:
the foundation may sell up to 2.5 million shares over a period of
approximately six months, the transactions under this plan are scheduled
to commence no earlier than May, 2005 and the transactions will be
disclosed publicly through Form 144 filings with the Securities and
Exchange Commission.
