Mr. Allen Rose reports:

Sino Pacific Development Ltd. reports that Mr. Robert Barton has resigned as President of the Company in order to pursue his other business interests. Mr. Allan Frew B. Sc., P. Geo., a director of the Company, will assume the responsibilities of President. Mr. Barton was instrumental in the Company's reactivation as a Tier 2 Issuer on the TSX-Venture Exchange.

Mr. Frew has over 40 years extensive, diversified experience throughout Canada, western U.S.A., and Latin America in a variety of metallogenic environments. For 6 years Mr. Frew was President of Almac Exploration Services Limited providing geological and exploration related services to the mining industry; carrying out projects in Newfoundland, Nova Scotia, Ontario, Saskatchewan, Quebec and Dominican Republic. Since 1986, Frew has been a contract-consulting geologist serving clients by defining, implementing and managing numerous projects in Canada, Western USA, the Dominican Republic and Panama. During this period Frew was the well-site geologist on drilling projects for Syncrude Ltd. and Petro-Canada Ltd. in the Alberta Tar-Sands area.

Concurrently, the Company is assembling an Advisory Board to provide independent counsel relating to its mineral exploration and development activities. Mr. Frew has approached three individuals with extensive economic mineral expertise to join its new Advisory Board and is awaiting their acceptance.
