SM&A Congratulates Companies on Major Contract Wins

NEWPORT BEACH, CA -- (MARKET WIRE) -- June 12, 2006 -- SM&A (NASDAQ: WINS), the world's leading provider of business strategy, proposal development and program services for winning and delivering on competitive procurements, today offered congratulations to a number of companies for their recent major contract wins in a broad range of markets, including healthcare services, aerospace and defense, and state and local government services. Winning proposals include:

--  On May 4, 2006, the USA Department of Health and Human Services
    awarded MedImmune a $169.5M contract to accelerate the development of their
    new flu vaccine. Their new flu vaccine will help improve the national
    response to a human influenza pandemic, including one based on the current
    bird flu virus.
--  Smiths Detection Inc. has been awarded an $8,060,422 cost-plus-
    incentive fee/award fee contract for one Meteorological Mobile Facility
    (Replacement) (METMF®) Next Generation (NEXGEN) prototype.  This
    competitively awarded contract from the U.S. Navy Space and Naval Warfare
    Systems Command (SPAWAR), San Diego, in support of PMW 180, also includes
    an option for an additional prototype and associated support which, if
    exercised, will bring the cumulative value of this contract to an estimated
--  Motorola is being awarded a $76,042,451 firm-fixed-priced, indefinite-
    delivery/indefinite-quantity contract for 60,000 Integrated Intra Squad
    Radios (IISR) and associated items by The Marine Corps Systems Command.
--  Deloitte has won the New York Statewide Welfare Management System
    (SWMS) Data Transformation contract.  The contract, valued at $2M to $5M is
    for a 2 year base period followed by 3 one-year options will provide the
    data transformation and staging needed to upgrade the State of New York
    legacy eligibility and benefit systems for the administration of its human
    services programs.  Five New York State agencies benefit from this new
    system upgrade, they are: 1) Office of Temporary and Disability Assistance
    (OTDA), 2) Office of Children and Family Services (OCFS), 3) Department of
    Labor (DOL), 4) Department of Health (DOH), and 5) the Office for
    Technology's (OFT).
--  Raytheon Company has been awarded a $144M contract from the U.S. Air
    Force Air Armament Center, Eglin Air Force Base, Florida to conduct risk
    reduction work for Small Diameter Bomb (SDB) II.
--  IBM Global Services is one of three contractors being awarded a $1.9B
    Indefinite Deliver/Indefinite Quantity contract for Enterprise Data Center
    Services by the Department of Health & Human Services (HHS), Centers for
    Medicare and Medicaid Services (CMS).
