SM&A Congratulates Companies on Major Contract Wins

NEWPORT BEACH, CA -- (MARKET WIRE) -- August 23, 2006 -- SM&A (NASDAQ: WINS), the world's leading provider of business strategy and proposal development services that enhance clients' ability to win competitive procurements, today offered congratulations to several companies for their recent major contract wins.

--  Accenture was selected as one of 25 companies to provide IT services
    for the Department of Homeland Security in an indefinite-delivery,
    indefinite-quantity contract that could reach a value of $45 billion among
    all of the winners.  Accenture, a global management consulting, technology
    services and outsourcing company, will provide software development and
    management support services to the Department of Homeland Security.
--  BAE Systems was awarded a $180 million Foreign Military Sales contract
    to manufacture, test and provide logistics support for 378 Iraqi Light
    Armored Vehicles from the U.S. Army Tank-Automotive and Armaments Command.
    The total value of the indefinite-delivery, indefinite-quantity contract
    could reach $445.4 million and 1,050 vehicles if all options are exercised.
--  Gestalt, LLC was awarded a three-year, $30.1 million contract from the
    Air Force to provide training and simulation technologies that will allow
    it to replace live aircraft training missions with simulations.  Gestalt,
    chosen for its training and simulation development expertise as well as its
    unique Pathfinder delivery method, will develop this technology to prepare
    the Air Force for mission critical operations.
--  Terma A/S was selected by Lockheed Martin to supply Conventional Edges
    for the F-35 Joint Strike Fighter Horizontal Stabilizer.  The selection
    will lead to a contract in which Terma will produce the high-tech carbon-
    fibre composite parts located on the horizontal tails of all three versions
    of the F-35 aircraft.
--  Textron Systems has been awarded a $115 million contract for the
    system design and development phase of the Intelligent Munitions System
    (IMS) program by the U.S. Army Project Manager, Close Combat Systems.
    Textron's IMS will be used to precisely attack light-wheeled and heavy-
    tracked vehicles and enemy personnel, and production is scheduled to begin
    in 2008.
