SM&A Congratulates Companies on Major Contract Wins

NEWPORT BEACH, CA--(Marketwire - August 16, 2007) - SM&A (NASDAQ: WINS), the world's leading provider of business strategy and proposal development services that ensure clients' ability to win competitive procurements, and a leading provider of program management services, today offered congratulations to several companies on their recent major contract awards.

Winning company proposals include:

--  AT&T, IBM and ITS are three of the recipients of the General Services
    Administration's Alliant contract.  The scope of the Alliant Government
    Wide Acquisition Contract includes any and all components of an integrated
    information technology (IT) solution, including all current and any new
    technologies which may emerge during the life cycle of the Contract and IT
    systems and services in support of National Security Systems.
--  Citigroup has been awarded a $600 million contract by the General
    Services Administration (GSA) Federal Supply Service for the GSA SmartPay
    II program. GSA's SmartPay is the largest Government charge card program in
    the world. The use of the purchase, travel, fleet and integrated charge
    cards under the program has grown into a $25 billion a year business
    encompassing 350 Government agencies/organizations and in excess of $92
    million transactions annually.  The contracts for GSA's SmartPay II program
    will supply purchase, travel, fleet and integrated charge card services.
    They will last until 2018 if all options are exercised, and have an
    estimated value of $26 billion annually. If all options are exercised, the
    contract will have a value of $260 billion.
    A spot in the program means the companies are eligible to market their
    services; the awardees will undergo another layer of competition as
    they vie to win individual agencies' business.  Agencies have until
    November 2008 to complete the transition to new providers.
--  Quantech has also been awarded two new prime contracts with expected
    revenue of approximately $50 million over the next five years. These
    contract awards were the first task orders released under the U.S. Air
    Force's Electronic Systems Center (ESC) Professional Acquisition Support
    Services (PASS) Indefinite Delivery/Indefinite Quantity (IDIQ)
    competition. In April, eight small businesses were awarded IDIQ contracts
    and competed for the initial three task orders.
