Smart Submetering Apartment Buildings: A Solution to Grow-Ops in High Rises

WOODBRIDGE, ONTARIO--(CCNMatthews - Nov. 24, 2006) - Stratacon, a company that submeters thousands of individual apartment units, says that Smart Submetering offers the most effective immediate solution to the expansion of marijuana grow operations in apartment buildings. As noted in today's story in The Toronto Star, " One of the biggest draws to Toronto apartment buildings by growers is that many have a single hydro meter for the entire building, enabling extraordinary hydro use in an apartment without ready detection." Over 1 million apartment and condominium units across Ontario are currently not individually metered for electricity consumption.

"By installing electricity meters for each apartment unit unusual spikes in electricity consumption can easily be detected. Smart Submetering offers an easy and simple solution to the dangers of fire, mould and chemicals associated with grow ops in a high rise building," said Stratacon President Ian Stewart.

Just three weeks ago Stratacon submetered an apartment building and within three days noticed unusual consumption patterns in one suite. Stratacon notified the building owner and when police were brought to the building a marijuana grow operation was uncovered. "In buildings with a single electricity meter all the tenants are subsidizing the electricity costs of illegal grow-ops or tenants who waste energy, " said Mr. Stewart.

Section 137 of the Province of Ontario's new Residential Tenancies Act would have removed many of the legislative barriers to submetering all apartment suites in Ontario, but unfortunately the Province has decided not to proclaim Section 137, nor has the Province issued the necessary draft regulations.

Fortunately, the Province has taken a more positive approach towards energy conservation in condominiums and passed changes to the Condominium Act that makes it mandatory to submeter all condominium apartments by 2010, and for condominiums the Province issued draft regulations to help facilitate the transition in the condominium sector.

"In addition to identifying illegal and potentially dangerous activities, submetering will result in a significant reduction in electricity consumption. Within one month of a building being metered electricity consumption drops by between 15-25%. Where tenants are directly responsible for their own electricity bill they get the benefit of a reduced monthly rent and the ability to control their electricity costs, much like individual homeowners. Smart Submetering extends the benefits of 'smart meters' to tenants and condominium owners," added Mr. Stewart.
