Southwest Washington Medical Center is a not-for-profit, comprehensive regional medical center in Vancouver, Wash., with more than 3,200 employees, physicians, nurses and other highly skilled professionals. HIPAA, enacted by Congress in 1996, established national standards for electronic health care transactions as well as national identifiers for health care providers, health insurance plans and employers.
