Spescom Awarded $300,000 Contract by City of Lancaster

eB Selected as the Platform to Support City Clerk and Building & Safety Departments

SAN DIEGO, CA -- (MARKET WIRE) -- November 29, 2005 -- Spescom Software, Inc. (OTC BB: SPCO), a leading provider of enterprise content and configuration management solutions, announced the City of Lancaster, California has purchased Spescom eB® content management software solution for its City Clerk and Building & Safety departments. The deal is valued at approximately $300,000.

Located in Southern California, the City of Lancaster is approximately 95 square miles with a population of approximately 129,000. Some 200 employees manage the city's seven departments: Administration, City Clerk, Community Development, Finance, Human Resources, Parks, Redevelopment, and Public Works. eB will initially be implemented in the Public Works Department as the first phase of an enterprise plan to enable all departments with eB throughout the city government. The Public Works Department includes the Engineering, Building & Safety, Maintenance and Transportation Divisions.
