Steve Tsingas Inspires Guests at the Power Marketers Conference

FT. LAUDERDALE, FL--(Marketwired - Aug 5, 2014) - Attending guests at the 2014 Power Marketers Conference, which was held last week at the offices of Pierce Atwood in Washington, DC, listened keenly to K. Stephen Tsingas' (Steve Tsingas) presentation on the importance of a robust compliance program. The seminar was well attended and included speakers from the energy industry, three of the largest electricity independent system operators, namely PJM, MISO and NYISO, as well as regulators, industry attorneys and U.S. Senate members. FERC commissioner Phil Moeller delivered the keynote speech, granting guests' insights into the Federal Energy Regulatory Commission's 2014 priorities, ISO/RTO issues and the role of financial participants in the electricity market. Steve Tsingas, owner of City Power Marketing, LLC, a founding member of the Financial Marketers Coalition and sponsor of the Power Marketers Conference, shared his extensive knowledge about industry compliance in an inspirational presentation.

Steve Tsingas discussed his experience in compliance, which spanned over 7 years while working at Atlantic City Electric Company, Conectiv Energy and even the Motiva refinery. Tsingas started out his compliance career dealing with hazardous waste management for the company. Tsingas oversaw remediation of hazardous waste spills and was actively involved in interpreting regulations, conducting training, reporting to regulatory agencies and providing comments to public rule making. Tsingas also oversaw much of the company's underground storage tank compliance program, the company's electric vehicle program and the company's recycling program. Tsingas then moved on to air permitting and compliance. In this role, Tsingas conducted much of the company's stack testing at coal, oil and gas power plants. Steve Tsingas was also responsible for reporting of quarterly air emissions and air exceedances which involved working closely with regulatory enforcement. Tsingas was actively involved in the promulgation of NOx rules working with other utilities and regulators. In his last couple of years of doing compliance Tsingas was in charge of the company's coal byproduct management program working hard to ensure that coal byproducts were recycled into products such as gypsum, cement and road base material vs. being landfilled.

During his years of doing compliance, Tsingas avoided the litigious route, instead choosing to build long lasting relationships with various government enforcement and regulatory agencies. Steve received written and verbal commendations for his hard work and his no-nonsense style from regulatory enforcement, senior management and even an Administrative Law Judge when he acted as an expert witness. None of this would have been possible without a robust compliance plan that, at a minimum, adheres to the SMART principle (Specific, Measurable, Achievable, Relevant and Timely). During his presentation Tsingas (with the help of Ruta Skucas of Pierce Atwood) discussed the basic elements needed in a robust FERC compliance program and some common sense Compliance elements such as training, record keeping, adding compliance to strategy thinking, etc. 

Steve Tsingas worked his way up from a rather underprivileged small town in Greece to become one of the leaders in the energy industry. After Tsingas completed his presentation he listened to other presenters and was saddened to see the way that enforcement now appears to be taking the litigious route vs. the cooperation route that Tsingas had spent many years honing to a fine art. Steve is not sure if this is a specific trend against small businesses or a wider trend in general. One of the purposes of this seminar was to educate both the industry players on FERC matters and FERC staff on industry matters. Steve is optimistic that efforts to bring key players together, such as this seminar, will help to bring back the days of cooperation with federal agencies vs. litigation and all the wasted societal costs that go with it. City Power Marketing has a compliance program in place and is always willing to work with the regulatory community to achieve mutually acceptable solutions.
