Stk'emlupsemc: Chiefs Sign Historic Mining and Minerals Agreement With BC

KAMLOOPS, BRITISH COLUMBIA--(Marketwire - April 7, 2009) - Chief Shane Gottfriedson of the Tk'emlups Indian Band and Chief Rick Deneault of the Skeetchestn Indian Band today signed a historic Mining and Minerals Agreement between the Stk'emlupsemc and the Province of British Columbia.

In March 2008, the Stk'emlupsemc (Kamloops Division of the Shuswap Nation) signed a Protocol Agreement with BC in which the Parties agreed to negotiate the Mining and Minerals Agreement and a companion Economic Benefit Agreement that will be signed at a later date.

The objective of the Mining and Minerals Agreement is to reconcile the interests of the Parties consistent with the Constitution Act, 1982, section 35(1) and with common law. The agreement applies to the management of all Mining Activity on or in the Stk'emlupsemc Territory for the next five to fifteen years. The Parties will establish a Mines and Mineral Joint Resources Committee immediately to address tenure issues; bonding for mine reclamation; processes for the review of major projects; mineral exploration; mine development; mine operations; mine closure; mine post-closure; remediation of abandoned mining and exploration-related activities; industry engagement; compliance and enforcement; protection of cultural and heritage resources of the Stk'emlupsemc and a process for industry to follow to protect the cultural and heritage resources; capacity development, training and education; and, policy development and legislative review.

"This agreement represents a first step towards co-management of an important resource on our Territory," said Chief Shane Gottfriedson of the Tk'emlups Indian Band. "Mining and Minerals have always played an important role in our economy so we want to continue to be a major player in the management of the resource and to be a major player in the industry." "We look forward to the companion agreement on revenue sharing with BC which we plan to complete soon," he said.

"This agreement will certainly compliment the Participation Agreement we signed with New Gold Inc. on the New Afton Project last year," said Chief Rick Deneault of the Skeetchestn Indian Band. "We will work hard to build our internal capacity to make these agreements successful for a lasting social and economic benefit for our people and for the regional economy."
