"Many manufacturers choose Idaho for its competitive incentive programs and abundant natural resources, and its business costs are among the lowest in the nation," says Tom Dubin, President of the Evanston, IL-based publishing company, which has been surveying industry since 1912. "However, the state still struggles from a shortage of skilled workers."
