TCS Adds 20/20 Home Health Delivery™ to Wireless Enterprise Technology Offerings

Proven System Integrates Location-Based Service With Asset Tracking, Electronic Manifest and Work Order Management

LAS VEGAS, NV -- (MARKET WIRE) -- March 21, 2006 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission critical wireless communications, today, at the 2006 Medtrade Exposition and Conference, announced its 20/20 Home Health Delivery™ to serve the home health care market with a comprehensive logistics system for work order management and asset tracking.

Already enhancing the efficiency and accuracy of numerous delivery fleets representing thousands of delivery trucks and vehicles across America, TCS is expanding its product range with an emphasis on the home health care market via this new offering. The 20/20 Home Health Delivery system features proprietary location-based service software that enables asset tracking, electronic manifests and work orders, and delivery support.

Using Global Positioning System (GPS) technology, 20/20 Home Health Delivery drivers can request turn-by-turn driving directions to their next stops and view maps of the planned route on the same wireless handheld devices used to capture Proof-of-Service (POS) data and other distribution management data. Dispatchers at the home office can monitor delivery vehicles and view the planned vs. actual routes traveled, helping to manage efficient delivery. The dispatchers can provide support to the delivery drivers including directions, traffic alerts, emergency assistance, re-routing and last-minute pick-up and delivery details. This specialized asset tracking system promotes driver safety, provides better and more personalized service and enables more operational efficiencies including improved Day Sales Outstanding (DSO) in customer receivables.

The system's customizable data screen and workflow configuration allows 20/20 Home Health Delivery users to create their own "service types" and handheld screen formats. With data collection screens filled out and entered electronically, information can be sent wirelessly to a database for inventory and tracking management, as well as for Proof-of-Service.

TCS' POS application tracks when and whether the service was provided; information including date and time stamping of events; and electronic signature capture. Barcode scanning of an item associated with the service can be sent wirelessly to the home office.
