TCS and Onset Technology Announce Partnership for Mobile Office Solutions

TCS Adds METAmessage® to Its Growing mobeo™ Portfolio -- Key Desktop Functions Available in a Mobile Office Experience

ANNAPOLIS, MD -- (MARKET WIRE) -- August 10, 2005 -- TeleCommunication Systems, (TCS) (NASDAQ: TSYS), a leading provider of mission critical wireless data solutions today announced a partnership agreement with Onset Technology to become a provider of Onset's full suite of METAmessage® software products for wireless handheld devices. The METAmessage software enables users to perform advanced document management functions such as network document retrieval, spell checking, printing, language support, and fax conversion via the user's mobile device.

TCS has established itself as a Business Mobile Virtual Network Operator (BMVNO) offering a variety of mobile technology products and services under its mobeo™ brand name. Onset Technology's products are the latest addition to the mobeo portfolio and are now available to TCS' 24,000 plus users of the BlackBerry® wireless platform from Research In Motion (RIM) (NASDAQ: RIMM) (TSX: RIM).

As a BMVNO, TCS has the ability to provision devices with applications like METAmessage and TCS' marketStream™. In addition to applications, TCS' mobeo portfolio enables enterprise technology managers to have their choice of devices, networks, and professional services. All of the mobeo components are billable via TCS' highly flexible billing system that provides critical information in easy-to-understand reports that allow the enterprise to effectively manage its costs.

"TCS intends to remain the industry leader in taking the wireless office well beyond traditional e-mail capabilities as we add products and services to our mobeo portfolio. Onset Technology's products are a natural fit with our vision," stated Gregg Smith, Senior Vice President of the TCS Enterprise Division. "The advanced document management capabilities of the METAmessage software suite enable users to create a mobile office experience that provides key functions normally only available from your desktop, and that capability translates into significant increases in workforce productivity and responsiveness."

METAmessage, used by over 1,200 enterprise customers with over 130,000 individual users, is available both as an Application Service Provider (ASP) service and as a complete, out-of-the-box solution for BlackBerry. Users are able to interact directly with a range of enterprise data systems including document management/time-and-billing programs, enterprise applications, and internally developed databases. The user simply opens a form on the handheld and either requests information from, or adds information to, the data source. Users are also able to:

--  Check spelling;
--  Print anywhere;
--  Set custom message alerts;
--  Access network documents;
-- Ask Concierge Services virtually any question
In addition to its Basic product, METAmessage provides advanced legal, emergency communications, data access, and voice solutions.

"One of the main reasons Onset approached TCS was their unique market position," stated Eyran Blumberg, Onset Technology's Vice President of Products. "TCS' mobeo portfolio offers the enterprise an extensive array of choices in networks, devices, applications and services that is simply not available from any other single provider. We are very pleased that our METAmessage application is represented in such a comprehensive set of offerings specifically geared towards the mobile office professional."
