TCS Awarded Multi-Year City-Wide Network Systems and Support Contract by the City of Baltimore

Contract Value Is Up to $10.5 Million Over 5 Years

ANNAPOLIS, MD -- (MARKET WIRE) -- November 15, 2005 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission critical wireless communications, today announced it has been awarded a new city-wide Network and Systems Support contract by the City of Baltimore Board of Estimates.

The contract, valued at $2.1 million per year over 3 years with 2 additional optional renewal years, continues TCS' delivery of network services and solutions support to the City of Baltimore. Since 1998, TCS has been responsible for implementing the City's Strategic Information Technology Plan for complex network systems integration, while maintaining high standards for operational capability and performance.

The City of Baltimore is widely recognized as a leader in the use of information technology to efficiently manage municipal services. Under the Network Systems Support contract, TCS supports the city in building, maintaining and upgrading its integrated, centralized, fully interoperable architecture that supports city government services and the citizens of Baltimore.

Specific TCS services under the contract include: design; installation and management of Wide Area Networks (WANs) and Local Area Networks (LANs); enterprise server services that include anti-virus and content filters; BlackBerry® support; patch support; technical helpdesk support including network hardware and software maintenance; desktop hardware/software installation and integration; application development; systems integration; Java/Oracle and legacy database development and maintenance; and citywide Closed-Circuit Television (CCTV) services.
