TCS Donates Artifact to the APCO International Heritage Foundation

First-Ever Successful Wireless E9-1-1 Call in the U.S. Documented for Archives

ANNAPOLIS, MD and WASHINGTON, DC -- (MARKET WIRE) -- August 23, 2005 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a global leader in mission-critical wireless communications solutions, today announced it has donated a copy of the wireless E9-1-1 Automatic Location Information (ALI) display record generated by the first-ever Phase I wireless call to the Association of Public-Safety Communications Officials (APCO) International Heritage Foundation.

TCS' Xypoint® Location Platform (XLP) was used to complete the trial for Vanguard Cellular, a Cellular One carrier. The E9-1-1 trial call was completed on September 5, 1997, by successfully contacting the City of Allentown Bureau of Communications in Allentown, Pennsylvania (Lehigh County). The trial remained active for several months, and TCS continues to provide E9-1-1 services for Allentown, Pennsylvania, today.

The APCO International Heritage Foundation was founded early in 2005. Its purpose is to collect, preserve and display artifacts and information and to promote an appreciation for the history of all public safety communications activities worldwide. The objectives of the APCO International Heritage Foundation include a specific emphasis on the history of APCO International.

When a caller dials 911 on a wireless phone served by a carrier using TCS' E9-1-1 services, TCS' XLP, located in its two geo-redundant data centers, is notified by the wireless switch. TCS' XLP responds with routing information that directs the switch to deliver the call to the Public Safety Answering Point (PSAP) appropriate to the caller's current location. After providing routing instructions to the wireless switch, the XLP then provides the caller's location and contact information to the PSAP. TCS' XLP handles over 73,000 E9-1-1 Phase I and Phase II calls per day. TCS' data centers handle call routing and processing and are supported by its world-class TL-9000 certified Network Operations Center (NOC) located in Seattle, WA.
